APEC leaders pose for group photo . . .

Selepas rasmi bahagian Asia-Pacific Economic Cooperation (APEC) forum berakhir pada hari Ahad, pemimpin ekonomi rantau ini dizahirkan untuk gambar kumpulan tradisional. Tradisi lama ini dipanggil "Gambar keluarga" dan sebelum pemimpin memakai pakaian kebangsaan negara tuan rumah. Tetapi pada tahun-tahun kebelakangan ini mereka telah biasanya memakai pakaian biasa. Bandar Rusia Timur Jauh Vladivostok menganjurkan forum APEC tahun ini.

After the official part of the Asia-Pacific Economic Cooperation (APEC) forum came to an end on Sunday, leaders of the region's economies posed for a traditional group photo. This long-standing tradition is called the "family photo" and previously leaders wore the national costumes of the host country. But in recent years they have usually donned ordinary clothes. Russia's Far Eastern city of Vladivostok hosted the APEC forum this year.

Kebawah Duli Yang Maha Mulia Sultan dan Yang Di-Pertuan Negara Brunei Darussalam hari ini melahirkan rasa puas hati beliau di atas penekanan berterusan ke atas keselamatan makanan di rantau APEC, terutama dengan pembentukan terkini Perkongsian Polisi APEC Mengenai Jaminan Makanan.

Dalam menyampaikan titah di Sesi ‘Retreat’ APEC 20 Ke-2 Mesyuarat Pemimpin Ekonomi 2012, Kebawah Duli Yang Maha Mulia Paduka Seri Baginda berkata perkongsian baru ini adalah satu pencapaian yang agak luar biasa untuk blok 21-negara.

Pada mesyuarat yang diadakan di Timur Jauh Universiti Persekutuan pada pulau Russkiy, raja berkata ini akan membolehkan negara anggota untuk menangani isu ini dengan cara yang lebih menyeluruh, dengan membuka saluran komunikasi antara pembekal dalam industri pengguna dan orang-orang di rantau ini.

Menurut kenyataan akhbar oleh Pejabat Perdana Menteri, ia memetik Kebawah Duli Yang Maha Mulia Paduka Seri Baginda sebagai berkata Brunei juga telah cuba untuk mencontohi proses ini dengan bercakap kepada orang yang relevan dalam negara serta perkongsian rapat di luar negara, antara lain.

Kebawah Duli Yang Maha Mulia Paduka Seri Baginda berkata, satu contoh adalah melalui ‘ASEAN Plus Three’ Beras Kecemasan Reserve (APTERR) yang ASEAN telah dibangunkan dengan China, Jepun dan Korea, untuk belajar daripada satu sama lain melalui pemindahan teknologi dan pertukaran pembinaan kapasiti.

Merujuk kepada kemampanan pertanian dan marin, Kebawah Duli Yang Maha Mulia Paduka Seri Baginda percaya APEC berada di landasan yang betul.

Sultan berkata kebimbangan yang berkaitan dengan mereka telah dikaitkan dengan agenda keutamaan Indonesia tahun depan pada ‘Blue Ekonomi’ untuk menangani pemuliharaan sumber marin dan pesisir pantai.

Kebawah Duli Yang Maha Mulia Paduka Seri Baginda kemudiannya berkata, dia tidak sabar untuk cadangan Kumpulan Dasar APEC, supaya APEC boleh tampil dengan strategi yang komprehensif mengenai keselamatan makanan menjelang tahun 2020 yang juga akan menangani masalah semasa zaman bencana alam.

Inovasi, raja berkata dipandu oleh Perkongsian Awam-Swasta yang kukuh (PPP) mencipta persaingan merentasi pelbagai sektor industri dan yang paling penting, menjana tenaga kerja yang berpendidikan tinggi dan mahir untuk ekonomi.

Bagi Negara Brunei Darussalam, Kebawah Duli Yang Maha Mulia Paduka Seri Baginda menekankan bahawa perkongsian itu adalah salah satu fokus 'Rancangan Pembangunan Negara yang bertujuan untuk menggalakkan, antara lain, inovasi dalam Perusahaan Kecil dan Sederhana (PKS) dan juga di kalangan belia melalui kerjasama pendidikan dalam sokongan penyelidik , pencipta dan usahawan.

Kebawah Duli Yang Maha Mulia Paduka Seri Baginda melahirkan kepuasan untuk belajar bahawa beberapa inisiatif APEC mengenai perkara ini telah ditendang luar sejak pemimpin bertemu di Hawaii pada tahun lepas, seperti keputusan untuk memegang mesyuarat penasihat sains ketua tahun depan di Indonesia dan cadangan sendiri Rusia pada nano-teknologi untuk kecekapan tenaga , menggalakkan kerjasama rentas sempadan pendidikan dan menubuhkan Perkongsian Dasar mengenai Inovasi.

Semua langkah-langkah ini akan menyumbang kepada produktiviti Asia-Pasifik dan mengukuhkan daya saingnya, Kebawah Duli Yang Maha Mulia Paduka Seri Baginda berkata.

Berikutan tamatnya mesyuarat, Kebawah Duli Yang Maha Mulia Paduka Seri Baginda dan pemimpin lain berkumpul untuk foto keluarga dengan APEC 2012 pemimpin latar belakang.

Para pemimpin kemudiannya untuk makan tengah hari bekerja, di mana mereka membincangkan keadaan ekonomi semasa di seluruh DUNIA dengan kehadiran Pengarah Urusan Tabung Kewangan Antarabangsa dan Bank Dunia Presiden.

HIS Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam yesterday expressed his satisfaction over the continued emphasis on food security in the APEC region, especially with the recent formation of the APEC Policy Partnership on Food Security.

In delivering a titah at the Second Retreat Session of the 20th APEC 2012 Economic Leaders' meeting, His Majesty said this new partnership was quite a remarkable achievement for 21-nations' bloc.

At the meeting held at the Far East Federal University on Russkiy Island, the monarch said this would enable member countries to address the issue in a more holistic manner, by opening up a channel of communication between the suppliers in the industry to the consumers and the people in the region.

According to a press statement by the Prime Minister's Office, it quoted His Majesty as saying Brunei was also trying to emulate this process by speaking to relevant people domestically as well as close partnerships abroad, among others.

His Majesty said one example was through the ASEAN Plus Three Emergency Rice Reserve (APTERR) which ASEAN has developed with China, Japan and Korea, in order to learn from one another through technology transfers and capacity building exchanges.

With regards to agriculture and marine sustainability, His Majesty believed APEC was on the right track.

The Sultan said concerns relating to them were linked with Indonesia's priority agenda next year on the Blue Economy to tackle marine and coastal resources conservation.

His Majesty then said he was looking forward to the recommendations of the APEC Policy Group, so that APEC can come up with a comprehensive strategy on food security by 2020 which will also tackle the problem during times of natural disasters.

On innovation, the monarch said being driven by strong Public-Private Partnerships (PPP) created competition across various industry sectors and most importantly, generates a highly educated and skilled workforce for economies.

For Brunei Darussalam, His Majesty highlighted that such partnerships were one of the focus' of the National Development Plan which seeks to promote, amongst others, innovation in Small and Medium Enterprises (SMEs) and also in the youth through education cooperation in support of researchers, innovators and entrepreneurs.

His Majesty expressed satisfaction to learn that several APEC initiatives on this have kicked off since leaders met in Hawaii last year, such as the decision to hold the meeting of chief science advisors next year in Indonesia and Russia's own proposals on nano-technologies for energy efficiency, promoting cross-border education cooperation and setting up of the Policy Partnership on Innovation.

All of these steps will contribute to the Asia-Pacific's productivity and strengthen its competitiveness, His Majesty said.

Following the conclusion of the meeting, His Majesty and other leaders gathered for a family photo with the APEC 2012 leaders backdrop.

The leaders then proceeded to a working lunch, where they discussed the current economic situation around the world with the presence of the Managing Director of International Monetary Fund and the President of the World Bank.

Vladivostok, Rusia - hari pertama salah satu peristiwa global bermula yang paling-nantikan petang semalam sebagai 21 pemimpin berkumpul untuk 20th Kerjasama Asia Pasifik (APEC) Pemimpin Ekonomi Mesyuarat di Universiti Persekutuan Timur Jauh pada Pulau Russky di Vladivostok untuk membincangkan isu-isu kewangan yang penting kepada rantau ini.

Dengan jumlah 4 topik tumpuan yang telah tertumpu pada sepanjang minggu lepas semasa mesyuarat APEC-berkaitan yang lain yang telah dimasukkan ke hadapan oleh Rusia sebagai kerusi APEC tahun ini, Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam semasa pembukaan menyampaikan satu bertitah di mana raja bersetuju dengan apa yang telah ditonjolkan dalam senarai agenda. Dan seperti yang disuarakan oleh ramai pemimpin lain, Kebawah Duli Yang Maha Mulia Paduka Seri Baginda melahirkan kebimbangan mengenai keadaan semasa ekonomi global.

Satu siaran akhbar yang dikeluarkan oleh Pejabat Perdana Menteri menyatakan bahawa raja telah diterangkan iklim kewangan sebagai salah satu yang "akan menjejaskan pembangunan ekonomi di rantau APEC dan keyakinan rakyat".

Ia menyatakan bahawa Kebawah Duli Yang Maha Mulia Seri Paduka Baginda telah menekankan peranan penting yang APEC untuk menjalankan dan untuk keahlian untuk "meneruskan usahanya untuk menggalakkan Integrasi Ekonomi Serantau dan menjaga ekonomi mereka terbuka, yang akan menyediakan APEC satu platform yang lebih baik untuk memudahkan aliran perdagangan dan pelaburan merentasi sempadan "apabila mengambil kira bahawa" APEC boleh memanfaatkan keutamaan APEC dalam mempromosikan liberalisasi perdagangan dan pelaburan "sebagai satu agenda dalam senarai 4 mata Rusia.

Raja berkata bahawa langkah ini akan memastikan bahawa, "walaupun keadaan ekonomi global semasa, kapasiti rantau APEC untuk memudahkan perdagangan dan pelaburan merentasi sempadan tidak akan dikompromi". Kebawah Duli Yang Maha Mulia Paduka Seri Baginda juga memuji usaha yang sedang sedang dibuat oleh APEC menggalakkan Pertumbuhan Hijau dengan perhatian khusus kepada kemajuan yang barangan alam sekitar dan agenda perkhidmatan dan mengurangkan intensiti tenaga sebanyak 45% peratus menjelang 2035 yang adalah, jelas, selaras dengan kecekapan tenaga sendiri Brunei dan usaha pemuliharaan.

"Kebawah Duli Yang Maha Mulia Paduka Seri Baginda," kata Pejabat Perdana Menteri (PMO), "mengucapkan tahniah kepada keputusan APEC tahun ini untuk menekankan usaha mempromosikan perdagangan dan pelaburan di teras keutamaan sebagai Kebawah Duli Yang Maha Mulia Paduka Seri Baginda percaya bahawa ini adalah yang cara yang betul ke hadapan untuk menyokong ekonomi global dan memastikan pertumbuhan yang mampan pada masa depan".

APEC, Kebawah Duli Yang Maha Mulia Paduka Seri Baginda juga berkata, boleh membantu G-20 "dan usaha gigih mereka untuk menangani keadaan sukar ini " itu adalah krisis ekonomi dengan laporan yang diramalkan menunjuk ke arah pertumbuhan yang minimum jika tiada tindakan serius diambil untuk merosakkannya.

Pemimpin telah juga mendengar bercakap tentang kerja yang dilakukan oleh APEC dalam merealisasikan Matlamat Bogor dan mewujudkan satu Kawasan Perdagangan Bebas Asia Pasifik sebagai instrumen satu utama kepada agenda integrasi serantau ekonomi selanjutnya APEC itu dan juga menyentuh kepada langkah-langkah untuk mencapai satu sasaran APEC luas 10% peratus peningkatan dalam prestasi rantaian bekalan menjelang 2015.

Dengan gempa bumi yang baru-baru ini di Southwestern China yang menyaksikan tol kematian pada 80 dengan beratus-ratus cedera dan meninggalkan skor berumah, Sementara itu, Kebawah Duli Yang Maha Mulia Paduka Seri Baginda juga mengambil peluang untuk meluahkan takziah beliau kepada Presiden itu Republik Rakyat China Hu Jintao yang antara salah satu pemimpin yang hadir di Sesi Retreat Satu mesyuarat.

Ke Rusia yang diwakili oleh Presiden, Vladimir Putin, Kebawah Duli Yang Maha Mulia Seri Paduka Baginda mengucapkan tahniah persekutuan kesertaan kepada Pertubuhan Perdagangan DUNIA. Sebelum bermulanya mesyuarat, Kebawah Duli Yang Maha Mulia Paduka Seri Baginda, pada waktu pagi, telah berkenan untuk menghadiri mesyuarat 2 hala dengan Republik Presiden, Chile itu Sebastian Pinera di mana mereka bercakap isu-isu yang berkaitan dengan hubungan 2 hala sebagai baik sebagai serantau dan hal-hal antarabangsa daripada kepentingan bersama.

Malam tadi, Kebawah Duli Yang Maha Mulia Paduka Seri Baginda menghadiri, dengan pemimpin-pemimpin lain, Majlis Makan Malam Rasmi Pemimpin APEC yang telah dihoskan oleh presiden Persekutuan Rusia untuk mengalu-alukan kumpulan berpengaruh individu yang telah diadakan di dewan resepsi utama di kampus universiti.

Titah highlights better platform to facilitate trade and investment flows across the region's borders . . .

Vladivostok, Russia - The first day of one of the most-anticipated global events kicked off yesterday afternoon as 21 leaders gathered for the 20th Asia-Pacific Economic Cooperation (APEC) Leaders Meeting at the Far Eastern Federal University on Russky Island in Vladivostok to discuss financial issues that are of significance to the region.

With a total of four focus topics that were concentrated on over the last week during other APEC-related meetings that were put forward by Russia as this year's APEC chair, His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam during the opening delivered a titah in which the monarch agreed with what has been highlighted on the list of agenda. And as echoed by many other leaders, His Majesty expressed concern on the current state of the global economy.

A press release issued by the Prime Minister's Office stated that the monarch had described the financial climate as one that "will undermine economic development in the APEC region and the confidence of its people".

It stated that His Majesty had stressed the important role that APEC has to undertake and for the membership to "continue its efforts to promote Regional Economic Integration and keeping their economies open, which would provide APEC a better platform to facilitate trade and investment flows across its borders" when taking into consideration that "APEC can capitalise on APEC's prominence in promoting trade and investment liberalisation" as per the agenda on Russia's four-point list.

The 21-member movement, he said, "has already made good progress in this area", referring to leaders' agreement to extend their commitment that was made last year during the Honolulu APEC against protectionism through a "standstill" until the end of 2015 that Brunei pledges to keep. Efforts made by APEC in undertaking the Supply Chain Connectivity Framework Initiative and those similar to it that aims to see the development of reliable supply chains and reducing costs for APEC's regional trade as well as for its commercial operations with the European Union and other markets were also welcomed by His Majesty.

The monarch noted that this move would ensure that, "in spite of the current global economic situation, APEC region's capacity to facilitate trade and investment across the borders will not be compromised". His Majesty also lauded efforts that are being made by APEC on promoting Green Growth with particular attention to the advancement the environmental goods and services agenda and reducing energy intensity by 45 per cent by 2035 that are, evidently, in line with Brunei's own energy efficiency and conservation effort.

"His Majesty," said the Prime Minister's Office (PMO), "congratulated APEC's decision this year to emphasise efforts at promoting trade and investment at the core of its priorities as His Majesty believed that this is the right way forward to support the global economy and ensuring sustainable growth in the future".

APEC, His Majesty also said, can assist the G-20 "and their tireless endeavour to address this difficult situation" that is the economic crisis with forecasted reports pointing towards minimal growth unless serious action is taken to undermine it.

Leaders were also heard talking about the work done by APEC in realising the Bogor Goals and establishing a Free Trade Area of the Asia Pacific as a major instrument to further APEC's regional economic integration agenda and also touched upon measures to achieve an APEC wide target of a 10 per cent improvement in supply-chain performance by 2015.

With the recent earthquake in Southwestern China that saw the death toll at 80 with hundreds injured and leaving scores homeless, meanwhile, His Majesty also took the opportunity to express his condolences to the President of the People's Republic of China Hu Jintao who was among one of the leaders present at the Retreat Session One of the meeting.

To Russia represented by its President, Vladimir Putin, His Majesty congratulated the federation's accession to the World Trade Organization. Prior to the commencement of the meeting, His Majesty, in the morning, had consented to attend bilateral meeting with the Republic of Chile's President, Sebastian Pinera where they spoke of issues related to the two-way relationship as well as regional and international matters of mutual concern.

Last night, His Majesty attended, with other leaders, an APEC Leaders' Official Dinner that was hosted by the Russian Federation president to welcome the influential group of individuals that was held at the main reception hall on the university campus.

Today, His Majesty is scheduled to attend the continuation of the APEC meetings.
